Jack Parow – Founder/Principal
Jack Parow has over 40 years distinguished experience in the fire service, culminating in serving as President and Chairman of the Board of the International Association of Fire Chiefs (IAFC), after serving as Chief of the Chelmsford Fire Department for 17 years. He is known as a leader, educator, strategist, an innovator and always up for a challenge.
Since his retirement he has served as the Interim Fire Chief in the Town of Ipswich (twice), the City of Haverhill and the Town of Ashburnham. Chief Parow was hired to fill these positions and turn around departments that were either stagnant or heading in the wrong direction. Through his leadership positive change was accomplished, strategic plans were developed and a clear direction for the department’s new leadership and administration was put in place before he left.
Chief Parow has worked as a consultant in the Public Safety arena doing promotional assessment centers, developing strategic plans, conducting fire department evaluations and various related consulting work for the last 25 years. He also lectures nationally and internationally on Fire and EMS issues. In 2012 he was appointed, by past Homeland Security Secretary Janet Napolitano, to serve on the Homeland Security Science and Technology Advisory Committee.
Chief Parow holds his MBA from State University of New York, Empire State College and a Bachelor of Science in Fire Engineering Technology and Safety from the University of Cincinnati. He is also a graduate of the Executive Fire Officer Program of the U.S. Fire Administration/National Fire Academy and the Homeland Security Executive Leaders Program of the Naval Post Graduate School. Additionally, Chief Parow has been a Professor at Anna Maria College in Paxton, MA teaching in the Masters in Public Administration Program for the last 25 years.
Ken Lavallee – Police and Security – Senior Associate/Assessor
Ken Lavallee has a combined forty years of experience as a law enforcement officer, security professional, and college instructor. Ken is currently a Senior Associate/Assessor at Parow Consulting & Associates of Chelmsford, MA, a Public Safety Consulting group. In June of 2020 Ken retired after serving seven years as a Security Specialist/Assistant Vice-President at Enterprise Bank in Lowell, Massachusetts. Enterprise Bank is a commercial bank and financial services company serving businesses, non-profits, professional practices, and high net worth individuals. Enterprise Bank currently has over four billion dollars in assets. Prior to Ken’s employment with Enterprise Bank, he served thirty-two years as a police officer, retiring in March of 2013 as Superintendent (Chief) of the Lowell, Massachusetts Police Department. During Ken’s career he served as a patrol officer, Detective, Sergeant, Lieutenant, Captain, and Deputy Superintendent before assuming the rank of Superintendent on December 1, 2006. At the time, the Lowell Police Department consisted of 231 sworn and 98 non-sworn personnel, with a 23.8-million-dollar budget, serving a multi-cultural population of 106,000.
Ken earned a Bachelor of Science degree in Criminal Justice from Northeastern University in 1978 and a Master of Criminal Justice degree from Boston University in 1991. He is a graduate of the Senior Executives in State and Local Government Program at the John F. Kennedy School of Government, Harvard University, the Police Executive Research Forum’s Senior Management Institute for Police, the 64th Session of the Federal Bureau of Investigation’s Law Enforcement Executive Development Seminar, the Massachusetts Police Leadership Institute at the University of Massachusetts, Lowell and the Command Training Program at the New England Institute of Law Enforcement Management. Ken was an instructor at the Lowell Police Academy for seventeen years and was certified as an instructor by the Massachusetts Municipal Police Training Committee. He also taught at the Medford Police Academy, the Plymouth Police Academy, and the Reading Police Academy. Ken is a former member of the faculty in the School of Criminology and Justice Studies at the University of Massachusetts, Lowell, where for eight years he taught a course entitled “Issues in Police Administration.” Following UML, Ken taught criminal justice classes at Nashua Community College. Currently, Ken teaches “Contemporary Policing” and “Introduction to Criminal Justice” at Middlesex Community College, Bedford, MA.
Ken is a life member of the International Association of Chiefs of Police, the Law Enforcement Executive Development Association, and the Massachusetts Chiefs of Police Association. He serves on the executive board of the Northeastern Massachusetts Law Enforcement Council (NEMLEC) Police Foundation and formerly served as a member of the Board of Corporators at the Greater Lowell Boys and Girls Club, the Lowell Opioid Task Force, the St. Louis School Board, and the UTEC Board of Directors.
